Julie Parker
About Julie
Julie Parker’s career spans from an Emmy and Edward R. Murrow Award-winning TV reporter in Washington, DC, to serving as a lead spokesperson and communications strategist for two major suburban DC law enforcement agencies. Since 2012, she has trained police public information officers nationwide, lectured at the FBI National Academy, and served as Senior Media Advisor for the International Association of Chiefs of Police. She now leads Julie Parker Communications, a woman-owned firm specializing in media and crisis communication. As a subject matter expert for the Naval Postgraduate School’s Center for Homeland Defense & Security, she travels across the U.S. facilitating seminars.

Victorian Simmons
About Victorian
She has received multiple honors, including the 2024 International Rising Star award from Women in Fire Safety, the Greensboro Employee Innovation Award, and the Town of Apex Meritorious Service Award for her work in Hurricane Helene recovery efforts.
An adjunct professor at Guilford Technical Community College, she teaches Public Safety Public Relations. Before transitioning to public safety, she built a career in marketing and communications. She holds a Bachelor's in Marketing and a Master’s in Business Management and is pursuing a Ph.D. in Strategic Communication.

Rich Stanek
About Rich
Rich served as the 27th Sheriff of Hennepin County, Minnesota for 12 years, with responsibility for the safety and security of 1.2 million residents. He managed over 1100 employees and volunteers, a budget of $125 million, and provided care and custody for inmates in the largest Jail and Sheriff’s Office in the Upper Midwest.
He is co-founder and Principal Consultant with Public Safety Strategies Group, LLC., bringing his wealth of knowledge from 36 years of public safety experience to clients across the country, including organizational leadership, agency management, national law enforcement best practices, crime reduction strategies, public policy advocacy, corporate security, and expert testimony.

David Rahinsky
About David
Dave Rahinsky, a law enforcement veteran of over 30 years, served as Police Chief in several regions, including Grand Rapids, Michigan. A graduate of the FBI National Academy, he holds a Master's in Criminology from Florida State University and was inducted into FSU's Hall of Fame in 2017. Now Zencity's Senior Advisor for Law Enforcement Strategy, Rahinsky spearheads the Data-Driven Community-Aligned Policing (DCAP) initiative, aiming to implement it nationwide for law enforcement agencies in the United States.
